NPR's Andy Bowers reports that the Justice Department is a step away from filing a police misconduct lawsuit against the City of Los Angeles on charges it has routinely violated civil rights. According to Bill Lann Lee, acting assistant attorney general for the department's civil rights division the suit would allege a pattern of constitutional violations through excessive force, false arrests, and unreasonable searches and seizures.
