Trade Relations with China

NPR's Brian Naylor reports on House passage of legislation that would extend permanent normal trade relations to China. The measure had bipartisan support, and the 237-to-197 margin of approval was greater than predicted. It's a victory for President Clinton and a defeat for organized labor. The bill now goes to the Senate, where its passage also is expected, although Republican Senator Jesse Helms of North Carolina says he'll try to defeat it.
