Lawmaker School

Capitol Public Radio's Allison Frost reports from Sacramento, California on how the state is training its lawmakers. New term limits mean there's a higher turn-over of representatives in the California Legislature, and many of them lack the knowledge and skill of how the state government actually works. Now they're learning about that through the New Capitol Institute.
