Russian Military Change

NPR's Anne Garrels reports from Khankala , Chechnya, on Russian President Putin's change in military policy toward the breakaway republic. Putin plans to withdraw thousands of Russian troops and police from Chechnya and turn over command of military operations in the region to the Federal Security Service, the successor to the Soviet KGB.
