Brazil Energy Rationing

NPR's Martin Kaste reports from Rio de Janeiro about Brazil's energy rationing program. The country is trying to head off a potential power crisis with public awareness campaigns and over-consumption fines. But it remains to be seen if the measures will keep the country's energy use down in the long term.
