Robert Siegel talks with Gen. Wesley K. Clark, former Supreme Allied Commander of NATO forces from 1997 to 2000, about NATO's role in the Balkans. He is also author of Waging Modern War: Bosnia, Kosovo, and the Future of Combat. NATO yesterday approved a plan to send up to 3,000 troops to Macedonia if a peace agreement is signed there.
