New York is the first state to ban hand-held cell phone use while driving. Other states, worried about accidents caused by the distraction of cell phones, have tried, but failed. Opponents of the ban cite a study by the American Automobile Association saying that trying to find the right channel on a car radio causes more accidents than talking on a cell phone.
