Senator Byrd

NPR's Steve Inskeep reports on the efforts of Senator Robert Byrd, the chair of the Senate Appropriation Committee, to contain spending. President Bush's tax cut has imposed strict budget limits on Congress, which it is now working hard to meet. In the past the Democrat from West Virginia has been better known for his spending than his saving.
