Selling Russia on Missile Defense

NPR's Steve Inskeep reports on President Bush's efforts to see his missile defense plan implemented. National Security Adviser Condoleezza Rice is heading to Moscow to discuss the future of nuclear arms control with top Russian officials. Despite his improving relationship with Mr. Bush, Russian President Vladimir Putin is still opposed to much of the plan.
