In the five years since the passage of the federal welfare law, caseloads in cities have fallen more slowly than in other places, leaving a welfare population today that is much more concentrated in urban areas. NPR's Ina Jaffe reports that this has important implications for helping those families receive the services they need, and for maintaining political support for welfare reform.
