NPR's Tom Goldman reports on the findings of NASCAR's six-month inquiry into the death of racing legend Dale Earnhardt. Investigators said Tuesday that a broken seatbelt was a factor in Earnhardt's fatal wreck, but did not recommend widespread changes to improve safety.
