Budget Blahs

President Bush returns to Washington tomorrow, ending his vacation in Crawford, Texas and turning to the budget battles that usually dominate the Capitol in September. The president will find the going has gotten tougher while he's been gone. With estimates of the federal budget surplus dwindling, it will be much more difficult to win Congressional approval of new outlays for defense, education and prescription drugs for seniors. NPR's Steve Inskeep reports.
