Congress is back to work this week after a month-long break. And they return to a much smaller surplus. Democrats blame the President Bush tax cut. The President contends a small surplus will keep Congress fiscally responsible. But others worry that budget items, like education, will suffer. What's the strategy for Congress now that the surplus is smaller?
