NPR's Tom Gjelten reports on Defense Secretary Donald Rumsfeld's proposal for eliminating 15 billion dollars in wasteful spending at the Pentagon. Rumsfeld's centralized, corporate management model is causing tension with senior military leaders, who are questioning his ability to institute his reforms— and the motives behind them.
