Many offices in Congress have shut down following the news that more than 20 Congressional staff members tested positive for exposure to anthrax. In New York, Gov. George Pataki announced after tests, his Manhattan office shows "the presence of anthrax" and has closed his office. Although there have been plenty of scares, so far, just a handful of letters actually have contained anthrax. But health officials are concerned that people are hoarding the antibiotic Cipro. Is our public heath system ready for a large-scale bioterrorism attack?
