Sagging Pants in East Cleveland

Scott talks with Nathaniel Martin, a councilman in East Cleveland, Ohio, about legislation that would outlaw sagging pants within the city's limits. Mr. Martin says sagging pants are offensive. His legislation would instruct the police to issue warnings and then fines to people whose pants fall below their buttocks. The legislation has not yet been debated by the East Cleveland City Council.
