NPR's Don Gonyea reports on President Bush's speech last night in Atlanta, which was billed as a progress report on the war against terrorism but sounded more like a call to civic action. The audience of 5,000 included fire fighters, police officers, emergency workers, postal employees and health care professionals. They cheered as if they were attending a political rally.
