On the 25th anniversary of "The Great American Smokeout," host Cheryl Corley talks to former Food and Drug Commissioner David Kessler about the difficulty of giving up smoking. During his tenure, the FDA classified nicotine as a drug and described the cigarette as "a drug delivery device."
