Meeting of Afghan Factions

Representatives of Afghan factions are scheduled to begin talks Tuesday in Bonn, Germany, in an attempt to form a transitional government. Robert Siegel talks about the prospects for the meeting's success with Charles Dunbar, Warburg Professor of Political Science at Simmons College in Boston. Dunbar was charge d'affaires of the American embassy in Afghanistan during the Soviet occupation.
