After weeks of tough talk, Attorney General John Ashcroft offered a carrot to foreigners who may have information relevant to the terrorism investigation. Under the so-called 'Responsible Cooperators Program,' the administration will help immigrants and people living abroad get legal status, and perhaps citizenship, if they give investigators useful information about terrorists. NPR's Barbara Bradley has more.
