NPR's Scott Horsley reports that the U.S. military claims to have mostly surrounded al Qaeda fighters in the Tora Bora region of eastern Afghanistan. Secretary of Defense Donald Rumsfeld said today that 50 al Qaeda fighters surrendered to Afghan and U.S. forces.
