WNYC's Beth Fertig reviews Rudolph Giuliani's two terms as New York City's mayor. Giuliani's often combative style and complicated personal life threatened to overshadow his achievements as an effective crime fighter, but his strong leadership following the World Trade Center attacks has earned high praise from beyond the Big Apple.
