NPR's Tom Gjelten reports on the forthcoming decision from the Bush Administration about whether the former Taliban and al Qaeda fighters now detained in Cuba must be treated under the Geneva Conventions or not. Defense Secretary Donald Rumsfeld says they're not prisoners of war, but Secretary of State Colin Powell thinks the Geneva conventions apply in this situation.
