'Unborn Child'

The Bush administration says it will propose a regulation that would define a fetus as an "unborn child" under government health programs. The regulation would make it simpler for states to provide prenatal care to pregnant women. NPR's Julie Rovner explains that the move also has implications for the abortion debate.
