NPR's Mike Shuster reports that though President Bush came into office pledging deep reductions in the country's arsenal of nuclear weapons, it's become clear the administration does not intend to destroy the warheads it takes out of service. And in some areas, the administration wants to expand the capacity to make and use nuclear weapons.
