Scott Simon talks with Bruce Graubart, Director of the Office of the Parking Clerk in Boston, about a pilot program there for parking enforcement. They are using a device called a vehicle mounted License Plate Reader which employs digital cameras to instantly read and crosscheck license plates to look for scofflaws.
