Bush In Mexico

President Bush is in Monterrey, Mexico, attending a United Nations development conference. Mr. Bush has announced an overall increase to the U.S. foreign aid budget. But he has been under fire from some world leaders for giving too little too late. NPR's Don Gonyea is in Monterrey tells Liane Hansen about the news from there.
