NPR's Jackie Northam reports that former Fed Chairman Paul Volcker has proposed a plan to save the Arthur Andersen accounting firm. Volcker heads an oversight committee charged with overhauling Andersen's business practices. In New York yesterday he offered to lead a new governing board that would replace Andersen's existing management. He said his plan could succeed only if the Justice Department withdrew its indictment of the accounting firm and a cap was placed on the firm's liabilities.
