Arafat to Skip Conference

Palestinian leader Yasser Arafat will not attend the Arab summit in Beirut. Israeli forces have confined Arafat to the West Bank city of Ramallah since December. Israeli Prime Minister Ariel Sharon says Arafat must do more to end attacks on Israelis before the travel ban is lifted. Arafat has rejected Israel's conditions. Liane Hansen talks with NPR's Peter Kenyon in Jerusalem.
