The Securities and Exchange Commission is upgrading its investigation of Qwest Communications, the leading phone company in 14 states. The probe deals with Qwest's accounting practices, in particular how the company reported revenue on swaps of fiber optic capacity with other firms. NPR's Larry Abramson has the story.
