INS Breakup

NPR's Greg Allen reports on today's vote in the House of Representatives to break up the Immigration and Naturalization Service, and split its duties between two agencies. One would enforce laws and the other would process immigrants. The White House has signed on, with reservations, to the House bill, which would keep those functions under the management of the Justice Department, as they are now.
