Black Power Dwindles

NPR's Ina Jaffe reports on the 10th anniversary of the riots in Los Angeles. Blacks in L.A. have lost the political influence they need to draw attention to the problems that the riots highlighted. The city's black population has dwindled to about 10 percent.
