NPR's Don Gonyea reports from Moscow where President Bush and Russian President Vladimir Putin signed an arms treaty today. The two nations pledged to reduce their deployed strategic warheads by approximately two-thirds. The treaty allows the United States and Russia to store the weapons after they are dismantled.
