Welfare & the Marriage Penalty

Karen Grigsby Bates speaks to Dr. Wade Horn, head of the Health and Human Services Department's Administration for Children and Families, about the so-called "marriage penalty" for welfare recipients. Dr. Horn says his department is seeking to eliminate the penalty, and is looking to educate the public about the benefits of a healthy marriage.
