The capture and arrest of individuals believed to be plotting terrorist attacks in Saudi Arabia, Morocco and Syria have led U.S. government officials to say they believe al Qaeda operatives are spreading out globally and working in smaller units. As NPR's Tom Gjelten reports, al Qaeda's ability to organize grand schemes may be reduced, but experts say the war on terrorism has turned the group towards new approaches.
