NPR's Nick Spicer reports from Paris on the obstacles that French citizens of North African and West African origin encounter in trying to win election to France's parliament. Racial and ethnic minorities have no visible presence in French politics. Control of elected offices remains firmly in the hands of white men, educated at elite schools. The French have passed legislation aimed at boosting women's participation in politics.
