Monday's Supreme Court ruling on the death penalty may change the fate of many inmates currently on death row. The court declared that a jury, and not a judge, must decide whether to sentance a person to death. Richard Rossi is currently on death row in Arizona. NPR's Wendy Kaufman profiles his case.
