NPR's Vicky O'Hara reports on the Bush administration's struggle to keep U.S. officials exempt from the new International Criminal Court in The Hague. The deadline to win a U.N. Security Council resolution that will protect all U.N. peacekeepers from the court's jurisdiction is this Monday. Some experts say that the administration's second step, the attempt to gain bilateral agreements through the U.N. that would specifically shield Americans, might place the United States and its European allies at odds.
