NPR's Allison Aubrey reports that Congress is on its way to passing a bill that gets tough on corporate fraud. Investors reacted favorably to a plan announced by lawmakers that will reform accounting practices linked to recent scandals and toughen criminal penalties for executives convicted of fraud.
