NPR's Allison Aubrey reports on the deal worked out by congressional negotiators to give the president so-called "fast track trade authority." The measure gives the president the power to negotiate trade pacts with other countries that the U.S. Congress can vote up or down, but can not amend. The compromise bill still requires approval from the House and Senate.
