Guest Host Renee Montagne talks with NPR's State Department correspondent Vicky O'Hara about U.S./Palestinian talks. A Palestinian delegation is scheduled to meet with Secretary of State Colin Powell and National Security Adviser Condoleezza Rice in Washington Thursday. Palestinian leader Yasser Arafat is not included in the talks because the Bush administration accuses him of failing to stop terrorist attacks on Israel. (4:11)
