NPR's Larry Abramson reports that while Congress has marked off a section of airwaves exclusively for emergency responders, television broadcasters are currently taking up that spectrum. Broadcasters say they are waiting for people to switch to digital TV before they give up the choice spectrum that is ideal for emergency two-radio communication.
