After activists disrupted an AIDS conference in Barcelona in July, disgruntled conference members asked the Department of Health and Human Services to find out if public money helped the protesters get to Spain. Resentful protest groups say the investigation skews priorities in the fight against AIDS. NPR's Joanne Silberner reports.
