NPR's Nick Spicer reports on the United States' changing policy on steel tariffs. Yesterday the Bush administration announced another 178 steel products that would not be included in the list of tariffs imposed last March. This narrows the scope of the controversial duties, potentially easing tensions with the European Union, Japan and other trading partners.
