All 21 members of Palestinian leader Yasser Arafat's cabinet resigned yesterday, bringing new doubts about his ability to lead. NPR's Linda Gradstein reports that some Palestinians feel Arafat has not done enough to stop corruption and mismanagement in the Palestinian Authority. (4:18)
