In Wisconsin, Fighting for Clean Water

NPR's Kathleen Schalch reports that runoff from farm fields and city streets is dirtying the nation's water, despite 40 years of clean-up efforts. She visits Wisconsin, where strict new rules will limit pavement and increase drainage areas.
