First Strike

President Bush has outlined a doctrine of striking enemies before they attack the U.S. Tavis Smiley discusses the new policy with Susan Rice, a former special adviser to President Clinton and former member of the National Security Council, and Loren Thompson, CEO of the Lexington Institute, a public policy think tank.
