President Bush appeared in the Rose Garden today flanked by a dozen House members from both parties, stressing his desire for bipartisan support in his confrontation with Iraq. But on Capitol Hill, Democratic leaders were still bristling over what they see as Republican efforts to capitalize on the war issue in November's elections.
