NPR's Steve Inskeep reports that FBI and CIA counterintelligence witnesses defended their efforts prior to last year's attacks on the World Trade Center and the Pentagon. Previous witnesses before the congressional committee looking at intelligence failures had criticized the agencies for failing to prevent the attacks.
