NPR's Andrea Seabrook reports that officials in different jurisdictions are vying to be the first to prosecute the accused suspects in the Washington, D.C. area sniper murders. Officials from Maryland, Virginia, the federal Department of Justice, the District of Columbia and other jurisdictions are lining up to file charges against John Allen Muhammad and John Lee Malvo.
